HMDA moots logistic hubs along the ORR

Hyderabad, July 06: The Hyderabad Metropolitan Development Authority (HMDA) will develop Logistic Hubs/Truck Terminals in the metropolitan area abutting the national highways.

According to the decision taken at the executive meeting of HMDA held recently, the Logistic Hubs were proposed as part of the master plan for the Hyderabad Metropolitan Area. The hubs will offer onestop shop solution for the entire logistics requirements of the companies.

The Logistic Hubs are proposed to be developed on public- private partnership (PPP) model. The need for hubs has become grown given the progress in work on the 162-kmlong Outer Ring Road.

The Truck Terminal, with parking lots along the ORR, will provide integrated facilities such as parking space for trucks, transit and transshipment facilities, communication and networking.Besides providing amenities like resting place to truck crew, transport agency offices, vehicle repair and maintenance and other related activities, these hubs will also act as logistics centres for goods warehousing, inter-modal transport, container transport and freight forwarding services.

Speaking with Expresso, HMDA officials say 30,000 freight carriers ply on Greater Hyderabad roads everyday carrying around 1 lakh tonnes of cargo generating a demand for warehousing of about 10 lakh sft of space and for parking space for about 10,000 cargo carriers.

The hub provides parking facility for inbound and outbound commercial heavy vehicles, and will ensure more returns on the capital.

It will eliminate parking, and loading and unloading in the core areas of the city and to cater to the logistic requirements of the industries with establishment of warehousing offices of transporters, clearing and forwarding agents.

According to the officials, Infrastructure Limited Development Corporation (IL&FS IDC) has been appointed as project advisers for structuring the project on PPP model and assisting the HMDA in selecting developers. On a pilot basis, one Integrated Logistic Hub as Category I facility and moderate logistic hubs/truck terminals as Type II facilities has been proposed.

Under Category-I, a minimum area of 100 acres abutting the National Highway (outside Outer Ring Road (ORR) having connectivity to the ORR with rail connectivity will be developed. Two sites have proposed, one abutting the railway line near Timmapur railway station and on NH-7 (Bangalore highway) and the other at Edulabad with conenctivity to the Ghatkesar railway station and ORR through NH 202 (Hyderabad- Warangal Highway).

Under Category II, an area of 40 acres on national and state highways beyond ORR essentially for parking, warehousing and wayside amenities where no rail connectivity is proposed at Pedda Amberpet.

Under PPP, HMDA proposes to provide the land to successful developer i.e. bidder, on a long-term lease. The companies will have the responsibility of planning, designing, and financing, construction including onsite infrastructure, amenities and other facilities of truck terminal project.

At the end of project period all the assets will have to be transferred to HMDA.
