Govt. is facing difficulties with the clarification offered by Ms. Ratna Prabha, IAS in Supreme Court. Govt. has issued notices to six Ministers and eight IAS officers instructing them to offer their explanations in connection with issuing 26 controversial GO’s. When Special Economic Zone was allotted to Ramky, Ms. Ratna Prabha was the Principal Secretary of Revenue Department and Mr. Dharmana Prasada Rao was Revenue Minister. Ms. Ratna Prabha in her note submitted to Supreme Court clarified that she was against giving exemption of stamp duty to Ramky. She had already brought it to the notice of Revenue Minister and she had also made an entry in the note file but all her efforts were in vain. She had to issue G.O. 1435 in accordance with the decision taken by the Govt. She said that she was helpless in this matter.
Earlier, the officials of CBI had interrogated Ms. Ratna Prabha in connection with the disproportionate assets case of Jaganmohan Reddy. Her statement was enclosed to the third chargesheet of CBI.
The explanation offered by Ms. Ratna Prabha might put the Govt. in an embarrassing legal complication. In this case, ministers are also required to offer their clarifications to the Supreme Court. The Supreme Court has also issued a notice to the then Revenue Minister, Mr. Dharmana Prasada Rao whose clarification in this matter could be of great importance. While replying to media about her explanation given to Supreme Court, Ms. Ratna Prabha told that in issuing the said G.O. she had no personal interest. She has acted on the instructions from the Govt. It may be noted that all these 26 GO’s were issued during the tenure of office of Dr. Y.S. Rajasekhara Reddy as Chief Minister of AP.
