Hyderabad, November 17: The officials should focus on creation of
livelihoods and skill development through an integrated action plan
for an all round development of the tribals in the state, said the
Governor, Mr E S L Narsimhan at Raj Bhavan here.
The Governor was briefed by Special Secretary, Tribal Welfare Mr A K
Tigidi on the implementation of various Tribal welfare development
activities in the state. Senior officials Ms Chaya Rathan, Mr C R
Biswal, Mr Reddy Subramanyam, Ms Chitra Ramachandran, Ms Santhi
Kumari, Dr Sambashiva Rao, Mr Ali Rafat and the Principal Secretary to
Governor, Mr N Ramesh Kumar and the Joint Secretary to Governor, Mr P
Basanth, also attended the meeting.
During his interaction with the officials, the Governor reviewed the
governance in Scheduled and Tribal areas, particularly on the
available infrastructure facilities like health, education, livelihood
creation for tribals in the agency areas.
Mr Rafat has said that several innovative schemes to attract the
tribal children to reduce the school dropouts have been taken up in
Adilabad, Visakhapatnam and other areas. He also added that cent
percent solar electrification was provided for all schools constructed
in tribal areas. Ms Chitra Ramachandran has informed about the
provision of clean and safe drinking water supply even in the interior
tribal villages. Individual toilets were constructed and handed over
to the tribals, she added.
During the interaction, the officials have expressed concern over the
vacancies and filling up of officers and staff in all tribal areas, in
addition to the practical problems being faced in the field like
accommodation, transport facilities. While lauding their efforts in
tribal development, the Governor has assured them of all support and
help from the State government.
The Governor has observed that the senior officials should pay a
critical role through leadership and visible commitment. He also said
that a screening committee should identify officers based on track
record and commitment. He directed the officials to address the
problems of absenteeism and take stern action on non-compliant and
recalcitrant functionaries as per conduct rules. Practice of revoking
officers under suspension and sending them to tribal areas should
stop, he added.
