GHMC to review spending on SC, ST Sub-Plan

The Greater Hyderabad Municipal Corporation will review its spending for the development of areas inhabited by Scheduled Castes and Scheduled Tribes in the city.

Following a debate on the SC, ST Sub-Plan, GHMC Mayor Mohammad Majid directed GHMC Commissioner MT Krishna Babu to submit a report before the Standing Committee on spending before April 1st. Based on the report, the corporation will prepare a plan for spending to be done during the next financial year.

As soon as the GHMC meet began on Tuesday, TDP corporators led by floor leader Singireddy Srinivas Reddy rushed to the Mayor’s podium demanding a debate on the implementation of SC, ST Sub-Plan in the GHMC. Accepting the demand, Majid Hussain allowed the corporators to present their views on the subject.

Participating in the debate, Congress corporation (Jiyaguda) A Krishna demanded that the last year’s unspent funds should be carried forward while Ayesha Rubina (MIM Co-option Member) suggested that a Minorities Sub-Plan should be introduced in the GHMC limits.

MIM MLA Virasat Rasool Khan, MLC Aminul Hasan Jaferi, Congress floor leader D Rambabu, Harivardhan Reddy (YSRCP) and Venkata ramana (TDP) took part in the debate.

Replying to the debate, the GHMC Commissioner said that spending would not be done on the basis of reserved division, but in the areas where SC, ST population exceeds 60 per cent. He said an amount of Rs 159 crore for SCs and Rs 60.5 crore for STs have been earmarked for 2013-14 under poverty alleviation programme. He said spending would be done as per the provisions made in the GHMC Act by allocating 15.2 per cent funds for SCs, 6 per cent for STs, five percent for women, and three per cent for physically handicapped under the poverty alleviation programmes.
