Fruits Of Welfare Schemes Should Reach Poor: CM

Chief Minister N. Kiran Kumar Reddy has underlined the need for evolving a system to develop accurate data on the economic and social conditions of individual families in the State. He said that there was no system to correctly assess poverty in the State.

The Chief Minister was inaugurating a two-day workshop on ‘Results-Framework Documents (RFD) — An instrument for improving government performance’ organized by the Performance Management Division (PMD) of Union Cabinet Secretariat, at Dr Marri Channa Reddy Human Resource Development Institute here on Wednesday.
Speaking on the occasion, the Chief Minister said that due to lack of proper assessment of poverty system, about 7.5-crore white rations cards were issued in the State. He said that the biggest problem being faced by the government was to identify the genuine beneficiaries and the biggest lapse was that the government has no accurate data about target groups, who were eligible for the benefits under various welfare schemes meant for the poor. Due to this, some of the benefits under welfare schemes were being enjoyed by ineligible people, he added.

Kiran Kumar Reddy opined that accountability and decision-making ability of the officials were very important for the implementation of welfare schemes and development projects. Reminding that 38 types of services were being extended at Mee-seva centers, he announced that the number of services would be increased to 100 from the existing 38 by December 2012.

Chief Secretary to Government, Minnie Mathew said that Andhra Pradesh occupied the first place in the social audit in NREGA. She said that Results Frameworks Documents (RFD) would help monitor the government welfare and development programs. She said the State government has constituted four groups for development of the State like social, primary education, roads and rural and urban development. These groups would coordinate with the respective departments for implementation of welfare and development programs in the State, she added.

Union Government’s Performance Management secretary Dr Prajapati Trivedi said there was no need to introduce new welfare programs and the effective implementation of the existing schemes would give desired results. He said that 11 States and 80 departments of the Union government have agreed to implement them. He stressed the need to change implementation method of welfare and development programs to benefit the genuine BPL families in the country. (NSS)
