Chief Minister K Chandrasekhar Rao today announced that new patta pass books to the farmers will be distributed from January 26, 2018 after completing purification and updation of land records.
Replying to short discussion on Purification and Updation of Land Records held for two days in the Assembly, the Chief Minister, on second day, asked the MLAs to participate in Pattadar Pass Books distribution program in their constituencies. Stating that the State government was striving to make the farmers happy, KCR said his government will fill happiness among the farmers for ever. He also made it clear that Rs 4,000 per acre will be deposited in the bank accounts of farmers directly. He urged farmers to extend their cooperation to the revenue officials to complete the land records purifications drive.
The Chief Minister said his government was preparing passbooks with 26 safety features and they won’t get damaged even if they were kept in water for one month. The passbooks will be similar to passports and waterproof. It needs special pen to write something on it. The government was contemplating to allot unique survey number to each farmer though the farmer has land at different places, he informed and said it was at discussion level.
The Chief Minister said Telangana State has 2.76 crore acres land, 10,885 revenue villages and 10,806 rural area revenue villages. He said the survey will be completed first in rural areas as the government decided to give Rs 4,000 per acre. He said 1,418 official teams were participating in the land records purification and updation program. He said it was launched on September 15 and will be completed on December 31. He said that 60 percent of land records were being purified and the remaining 40 percent will be purified soon.
The revenue teams have been taken up purification and updation of land records in 6,246 villages in first phase and purification and updation of land records was completed in 3,000 villages, he said and informed that 90 percent of records were being purified in 14 districts. The Chief Minister made it clear that 99 percent of the land records purified in Jagtial district.
Making it clear that the government would give Sub-registrar powers to 445 Tahsildars across the state, the Chief Minister said the existing 141 registrar offices will continue in toto. KCR also made it clear that mutation powers will be given to tahsildars besides appointing 1,000 IT officials to upadate the mutation immediately after applying for the mutation by the farmers. Sale and purchase of land details will be updated within one day and the farmers have to go to registration office only once.
He said the land records will be maintained like Core Banking Network. Stating that Land Ceiling Act was unscientific, which was brought by the Congress government, KCR alleged that Mee Seva and Webland systems totally failed. He said he has already directed the officials to prepare hard copies and informed that soft copies will be handed over to all MLAs in the House.
Stating that the land records purification and updation program was going on in successful manner, KCR said that the decision on land records purification and updation was not taken overnight. The decision was taken after 30 to 40 review meetings, he said and informed the House that the land records purification was going on 100 percent transparently. He said that purification of land records was going on in two phase. He said that the revenue officials will not touch the litigated lands, forest lands and the family dispute lands records. The officials will clear that remaining land records with the acceptance of village people. He said that the government created history in clearing the Sadabainamas. The previous Congress government collected the fee from the farmers and solved 11,653 sadabainama applications out of 2,93,654 applications.
Pointing out that the Congress government only completed four percent of applications but the TRS government completed 6,18,368 applications out of 11,19,111 applications. The remaining applications were in examination and they will be solved very soon. He said that the total farmers number in the state was 55 lakh and the real farmers number will be known after the completion of purification of land records. Stating that the government will give advertisement again, KCR said that the government spent Rs. 7.35crore as of now and found fault with Congress member Mallu Batti Vikramarka for stating that the government spent hundreds of crores of rupees. He said that the previous governments only created gangster Nayeem and the government will keep the details of the land occupied by the Nayeem gang after the completion of purification of land records. The government would also keep the details of the Miyapur land records and the government was ready for a discussion on them, he cleared.
Replying to queries of Mallu Bhatti Vikramarka, Akbaruddin, Sandra Venkata Veeraiah and Sunnam Rajaiah, the Chief Minister said the government will consider the assigned lands status, temple lands and waqf lands issues and said there was a need to come to a consensus on 1/70 lands. He made it clear that the government will give Rs.4,000 per acre to all farmers except court case lands. He said that Rythu Samanvaya Samithis nothing to do with the land records purification and updation drive. (NSS)
