The Election Commissioner of India has conferred upon Cyberabad Police Commissioner CV Anand, the “National Special Award” for the “Best Electoral Practices 2014” for the commendable election related measures taken by him in the area of “Expenditure Monitoring and Tackling Money Power” during the General Elections of 2014.
The Election Commission of India has conferred these National Awards after a country wise scrutiny of Best Practices adopted by over 450 District DEOs/SPs in India. The National Best Practices Awards were instituted in 2011 to recognise the efforts and innovations of the officers and to commend and encourage individual and team accomplishments in diverse fields of election management. This is the first General Election after Institution of the award.
The ECI, under the chairmanship of Chief Election Commissioner, has conducted 4 Zonal Regional Symposiums for the 4 zones of India during August-October 2014. At the South Zone Symposium held in Pondicherry on 22-08-2014, 3 CEOs/SPs/CPs from each South Indian State who were nominated by the respective CEOs(Chief Electoral officer), gave their presentations to the ECI Committee chaired by the ECI CEC VS Sampath. Through a method of peer evaluation and other standards, the top 3 candidates (DEOs/SPs/CPs) were listed from each of the 4 zones i.e., 12 candidates. The top brass of the ECI finalised 2 candidates from all over India for the National General Category Award and the National Special Category Award. The latter, i.e., the National Special Category award was conferred upon Anand.
The National Special Award carries a Cash reward of Rs.50,000/- along with a plaque and citation.
This is a great achievement and recognition for an IPS officer as he is the only one in the country to be given this National Award by the constitutional body of ECI in a General Election. This is also a great honour for an officer from the newly created State of Telangana to get this award.
It may be mentioned that the Cyberabad Police Commissionerate had the highest Cash Seizures in the country in the run up to the Election on 30-4-2014 of Rs. 21.97 Crores and also the single largest cash seizure of Rs.8.33 crores in the country in its drive to control election expenditure. The functioning and monitoring of Special SSTs and Flying Squads and the use of GPS etc to monitor their movement, MCC(Model code of conduct) violation cases & chargesheets, Seizures of other election campaign related material and of Liquor and the use of Technology to do all these more effectively, were also amongst the best in the country.
The ECI has invited CV Anand to come to New Delhi and receive the award in Vigyan Bhavan on 25th January on the occasion of National Voter’s Day function. (INN)
