The Comptroller and Auditor General (CAG) in it s report on the state finances for the year ending March 2012 has picked loop holes in the preparation of the annual budget as there was no consistency between the allocation and expenditure.
The CAG report, which was tabled in the State Assembly on Tuesday, while asserting that resorting to expenditure without budget allocations was contrary to norms and rules pointed out that one sixth of the budget allocations remained unspent.
It was further pointed in the report that specific allocations made in the 2011-2012 budget were not put to use for the intended purposes, especially in the education and health sectors.
The total accumulated loss in 11 public undertakings was to the tune of Rs.5,979 crore. While the estimated loss in the housing programme was Rs.3554 crores, the loss in APSRTC was Rs.1984 crores. The total debt of the state upto March 31, 2012 was estimated at Rs.1,56,355 crores.
The CAG report revealed that an amount of Rs.49,516 crores was spent fo0r drinking water and roads development schemes till the end of March 2012. Thgough Rs.200 crores was allocated for loan waiver for heandloom weavers, only Rs.32.88 crores was released. Likewise while the allocation for Indiramma housing scheme was to the tune of Rs.571 crores, only Rs.142 crores was spent for the purpose. Funds got accumulated because ofelections not being held for local bodies.
The report further suggested to the state government that all the required measures for completion of works pertaining to drinking water schemes should be formulated and expressed surprise that despite Rs.100 crores was allocated for drinking water supply, not a paise was released. (NSS).
