DGP accused of caste discrimination

Hyderabad, July 19: An SC Reserve Inspector with the AP Special Police (APSP) approached the State Human Rights Commission (SHRC) on Saturday alleging that DGP SSP Yadav was denying him promotion because of his caste. The SHRC, however, directed him to seek justice from the AP Administrative Tribunal (APAT). Interestingly, Reserve Inspector T Surendra had already been to the APAT twice and the High Court once.

The APAT had even directed the officials concerned to dispose of the matter but nothing moved till date forcing Surendra to turn to the SHRC.

Only a few days ago, a DSP rank official, M Madhav Reddy, had filed a similar complaint with the SHRC. The DGP had acted on it swiftly, giving him not only a posting but also assurances of promotion and payment of unpaid salary of the last 20 months. Surendra works in the 11th Battalion of the APSP in Kadapa district. Admitting that Madhav Reddy was his ‘inspiration,’ he claimed that there were many victims of harassment in the police department. In his petition to SHRC Chairman B Subhashan Reddy, Surendra, who belongs to Nellore district, said he was appointed Reserve Sub- Inspector in 1982 and promoted to the rank of Reserve Inspector in 1990.

‘‘Initially, I was not promoted as RI along with my batchmates. Later, on my representation, the then Special IGP, APSP, rectified his mistake,’’ he said, adding that his services as RI were regularised almost 11 years after his promotion, that too, only after he had complained to the APAT.

Likewise, he also approached the High Court and APAT again for promotion after which directions were issued to dispose of his case. But with the officials unwilling to comply with the directions, he presented his case to the State Government in 2004. In a memo dated August 25, 2007, the Government issued directions to promote him as Assistant Commandant. But he simply didn’t get the promotion.

‘‘My son, who underwent a major operation in the head is in his last stages. I have been humiliated. I had no other option but to approach the SHRC,’’ Surendra said.

He further accused the DGP of deliberately ignoring his repeated representations and not implementing the directions of the Court, APAT and even the government. ‘‘It amounts to contempt of court,’’ Surendra said.

APSHRC Chairman B Subhashan Reddy said matters pertaining to promotion had to be taken up only by the APAT and the Commission had no say on the matter.
