(Siasat News) The situation in Cherlapally jail is deplorable. After an incident of murder, the inmates of the prison are in a very tragic situation. According to a report, the mental status of the prisoners is worse.
A petition has been filed in A.P. High Court by “Ghareeb Guide” a voluntary organization. It urged the need to provide conjugal rights to the prisoners. They should be provided facilities to meet their wives in jail. The representative of the voluntary organization, Mr. D.V. Rao, while talking to the reporter of Siasat told that it is the birth right of any citizen to produce children. This right can’t be taken away simply because the person is a prisoner. He told that a similar petition is pending before the Bombay High Court. The Director General of Prisons of Punjab has also expressed positive reaction on this petition.
In a research study, the voluntary organization found out that from May 2007 to August 2008, 20 deaths occurred due to HIV Aids. They had indulged in sexual activities in their young age and hence they were undergoing imprisonment. These prisoners are set free in an age when they won’t be able to produce children, even after cohabiting with their wives. In this manner, their lives are being ruined.
The voluntary organization made a reference to Article No. 21 of the Constitution of India which envisages that every citizen has a right to produce children. The incidents of violence are the results to mental tension and frustration of the prisoners. The instance of homosexuality among the prisoners have also become common in prisons. The organization pointed out that in 18 countries, the facilities of conjugal rights are being provided in jails. It is expected that this petition will come up for hearing on Monday.
