The wily politician stepped in after the P. Chidambaram- Kabil Sibal team’s aggressive stance and Manish Tewari’s attack on the Gandhian completely muddied the situation. Pranabda adopted a nononsense approach while holding talks with Team Anna. At the same time, he roped in his cabinet colleague Vilasrao Deshmukh, which proved to be the gamechanger.

He was there in the government team that initially dealt with Anna’s agitation.
While his lawyer- colleagues Sibal and Chidambaram messed it up for the government, the sophisticated UP Congress leader got more assertive in the later days, but kept his cool in the face of an aggressive Team Anna and a critical media. Thus he ensured that channels of talks were always kept open.
SANDEEP DIKSHIT
He has worked in the NGO sector as Kejriwal’s colleague for more than a decade. This helped the government keep the channel of negotiations with the Team Anna members open.
By criticisng the police action of arresting Hazare, he also helped salvage the situation by softening the criticism against the government and the Congress party.
WHEN Congress MP Sandeep Dikshit rose to speak in the debate over the Lokpal Bill in the Lok Sabha on Saturday he started by vowing not to digress into calling names from the Opposition benches.
However, two minutes into his speech, the Congress MP was targeting Sushma Swaraj for making an “ ordinary” speech on what she had described as “ a historic day”. Dikshit, who had emerged as the key courier for the government in the staggering negotiations between the government and Team Anna, said: “ We expected Sushma ji to speak on the issue that a great leader of this country is on a hunger strike for.” Dikshit’s newfound crucial position in the party was evident from the fact that the East Delhi MP was the third speaker during the debate only after the leader of the House, Pranab Mukherjee, and leader of the Opposition, Sushma Swaraj.
Participating in the debate on the Jan Lokpal Bill and the three sticking points, Dikshit said the three demands by Anna Hazare – inclusion of lower bureaucracy, Lokayuktas in all states and citizens’ charter for public grievances, should be discussed comprehensively.
He said that a model bill can be brought that can apply to the lokayuktas.
As for the grievances redressal mechanism, Dikshit said that the Delhi system is an ideal system.
VILASRAO DESHMUKH
The former Maharashtra CM, with his previous experiences of dealing with Anna, established direct links with him. He used the services of home state MPs and spiritual gurus to connect with Anna through his original close aides, breaking the Arvind Kejriwal- Kiran Bedi coterie.
Since Thursday, he has also been acting as the courier between the Prime Minister and Anna.
VILAS MUTTEMWAR
The Congress MP from Nagpur was roped in by Deshmukh to help reach out to Anna. He apparently knows several members of the Gandhian’s inner circle from Ralegaon Siddhi. He used these connections to help persuade the fasting crusader and to get information about the goings- on in Camp Anna, which helped formulate the strategy to break the impasse.
Long road ahead
1 Parliament on Saturday conveyed the sense of both the Houses by giving in principle agreement to the contentious issues between the UPA government and Team Anna on the draft Lokpal Bill.
2 Parliament’s majority opinion will be sent to the standing committee on personnel, public grievances, law and justice, which is already in possession of the government- piloted Lokpal Bill. The government Bill will not be withdrawn, which some opposition parties wanted after the all- party meeting on Wednesday
3 The standing committee will incorporate suggestions given by the Anna team, which was accepted by Parliament on Saturday, and submit a final report to both the Lok Sabha and the Rajya Sabha. The panel will also hear other suggestions from organisations and people like Aruna Roy.
4 To finalise its report, the parliamentary standing committee could take several months. It will then be tabled in Parliament and deliberated by the members of the House, who are free to propose amendments or additions to the government Bill.
5 After the anti- corruption Lokpal Bill is passed by Parliament, it will be sent to the President of India for assent. The legislation will come into force after a formal gazette notification by the government.
