Hyderabad City Police is raiding the offices of Qazis to curb the activities of contract marriages. It is very regrettable that the Dept. of Minorities Welfare and Wakf Board have no mechanism to check the activities of Qazis who indulge in contract marriage rackets. Many people are approaching Wakf Board to file their complaints against contract marriage rackets. Wakf Board has no system to make Qazis answerable in this connection.
Hyderabad City Police had arrested 3 Dy. Qazis who were indulging in contract marriages. They have started their activities once again. They perform marriages on contract basis for which no marriage certificate is issued. They provide girls from poor families for such marriages. It is reported that many persons from African countries indulge in such marriages. Earlier persons from Saudi Arabia and other gulf countries used to come to Hyderabad for contract marriages. The Govt. of Saudi Arabia and Oman have made it compulsory to get no object certificates from their respective government for such marriages. Govt. should make this rule compulsory for the citizens of other countries. Wakf Board should make Qazis and Dy. Qazis answerable in such cases. If they indulge in such activities, Govt. should have the power to dismiss such Qazis. As per the existing laws Govt. has no control over the appointment of Qazis and Dy. Qazis. It is reported that there are 13 Qazis in the Jurisdiction of GHMC out of which 4 have been appointed as additional Qazis on the orders of the High Court. Qazi Ikramullah of Darul Qaza proposed that Govt. should formulate guidelines for the Qazis to arrange marriages. No Objection Certificate from foreign countries should be made compulsory for all the foreigners who come to India for such marriages.
