‘Complete ban only way to end kite menace’

Chennai, June 29: A total ban on the sale of kites, manja thread and kite flying alone would be the solution to wipe out the ‘kite menace’, City Police Commissioner J K Tripathy said in his counter affidavit filed in the Madras High Court on Tuesday.
Responding to a public interest writ petition seeking to regulate kite flying by identifying open spaces and playgrounds in the city, the CoP said that the suggestions given by the petitioner could not be enforced even on an experimental basis. Only a total ban would be the permanent remedy to put an end to this menace, he said.
It would be very difficult to control and confine the flying of kites in specified places as suggested by the petitioner. It would also be difficult to monitor flying of the kites. After taking into account the deaths and serious neckcut injuries caused to the general public, his predecessor had recommented to the government to totally ban kite flying, sale of kites and manja threads on April 29 last.
The First Bench comprising Chief Justice MY Eqbal and Justice TS Sivagnanam admitted the writ petition.
