The governor ESL Narasimhan had to yield to the recommendation of the Chief Minister by appointing the same persons whom he had rejected earlier as Information Commissioners.
When the government sent some names for appointment as Information Commissioners, the governor rejected four names as they were all politically connected persons, which was against the norms. He sent the file back, directing the government to make alternative suggestions. But the Chief Minister once again sent the same names for appointment and the governor had to oblige.
With the governor appointing Intiaz Ahmed, Tantia Kumari, Vijaya Nirmala and Venkateswarlu, the number of Information Commissioners had arisen to 8.
It was these four names that the governor had rejected earlier.
There was a cold war between the governor and the Chief Minister Kiran Kumar Reddy in the matter. Earlier when the government sent the names of Tantia Kumari, Vijaya Nirmala, Venkateswarlu, Vijay Babu, Prabhakar, Madhukar Raju and Ratan, the governor had approved the names of Vijaya Babu, Prabhakar, Madhukar Raju and Ratan. He rejected the remaining four names. This has led to a hot debate in political circles.
The governor advised the government to take legal advise on the four names he had rejected. However, the Chief Minister chose to send the same names again. The governor had to yield as he had no authority to reject a file for the second time.
