Campus Front of India (CFI) impelled the government of Karnataka to execute logical and reasonable fee structure in professional unaided colleges, here recently. The responsibility of the government does not cease at just fixing of fee structure. It is also the duty of the government to monitor and prevent the other fees collected by educational institutions in the form of tuition fee, internet fee, hostel fee, library fee etc.
A regulatory committee has to be set up to monitor this, in every zone of the State, based on the different parameters to determine the fee because lobbying in educational sector is very strong and deep, as most of the institutions are run by politicians.
It is sad to say that the monetary burden has been already imposed on the students and parents, on top of it unaided professional colleges in Karnataka have given only 45 per cent of their engineering and 40 per cent of medical seats under the government quota and this needs to be filled through the Common Entrance Test (CET) conducted by KEA.
This is very low compared to Gujarat, Madhya Pradesh, Andhra Pradesh, Kerala, Maharashtra and Tamil Nadu. Share of the government seats has to be increased so that students can be enrolled with lesser fee and more students write CET and not other tests which will cost them dearly. Karnataka’s fee structure for government quota seats is also on the higher side. Candidates who secure engineering seats through CET have to pay around 36,000 to 42,000 and 46,000 for medical per year. In Andhra Pradesh the fee under government quota ranges between Rs.14,000 and Rs.16,000.
Considering the socio-economic status of minorities, economically weaker section students, Karnataka State Government should change the fixed structure and appoint a fee fixation committee to determine the fees and monitor vigilantly. Education is a service, not a business. Only higher education can empower the country’s needs and growth. Progress of the country can be determined only when minorities, backward communities and economically weaker sections are made a part of the mainstream in society.
