Impressed with the proactive measures of Govt. of A.P. towards strengthening power sector, Energy Efficiency Services Limited (EESL), an affiliate of the Ministry of Power, Govt. of India has agreed to extend support to Andhra Pradesh in various Energy Efficiency & Energy Conservation (EC&EC) activities aimed at benefitting the State and stakeholders.
In this connection, a three member team of EESL, a Joint Venture of 4 PSUs – NTPC Limited, PFC, REC and POWERGRID, will be visiting AP to discuss & workout modalities on implementation of EC measures at a high level meet in Lake View Guest House, Hyderabad on Monday, July 7. In line with the request of State Energy Conservation Mission (SECM), Govt. of AP, proposals for replacement of inefficient lighting systems in Govt. Buildings, Corporations & Municipalities, Domestic sector and replacement of inefficient pump sets with energy efficient pump sets will be put forward by Mr. Saurabh Kumar, MD/EESL and his team on Monday.
IYR Krishna Rao, Chief Secretary & Chairperson of SECM, G. Sai Prasad, Secretary to Chief Minister, Sri Ajay Jain, Secretary, Energy (FAC), K. Vijayanand, MD/APGENCO & APTRANSCO apprised the Chief Minister about the activities taken up for implementing Energy Efficiency activities at SECM level and DISCOM level. The senior officials will discuss with EESL delegation about the proposed investments on EE & EC and comprehensive action plan for successful implementation of energy saving programs.
As per the reports of Bureau of Energy Efficiency (BEE), Ministry of Power, Govt. of India and the Energy Conservation Committee, constituted by GoAP 2 years back, there is a scope of saving of around 20% energy in the areas of Domestic, Agriculture., Govt. building, local bodies and Industry.
In a bid to give fillip to EE & EC activities through SECM, headed by Chief Secretary of Govt. of AP, the state Govt. vide G.O.Ms.No.31, has recently issued notification for publishing in the AP Gazette to designate SECM as “State Designated Agency (SDA)” to coordinate, regulate, and enforce the provisions of the Energy Conservation Act-2001 as also to oversee the implementation of schemes under the Act within the State. The development follows the concurrence given by the Bureau of Energy Efficiency (BEE), Ministry of Power, Government of India for nomination of SECM as SDA.
The SECM as the SDA for A.P. is responsible for implementing EE&EC initiatives, advocating the Govt. on policy and strategy, implementation of demonstration projects like LED village campaign, institutionalization of enforcement machinery, organizing workshops & training programs etc, and to disseminate information on promotion of efficient use of energy. SECM in coordination with various departments should also work for implementation of various schemes of BEE like Perform Achieve & Trade (PAT), DSM in Agriculture & Municipality, capacity building of DISCOMs, energy efficiency in buildings etc., by establishing the required infrastructure.
