Call to establish police unit for juvenile crimes

Dubai, April 24: The Chief Prosecutor of the Family and Juvenile Prosecution, Mohammed Ali Rustom, has called for the formation of a special police unit for the juveniles which would have the expertise of how to deal with that category.

Rustom, who participated in the Fourth Judicial Forum held recently, stressed that such a specialised unit would be acquainted with the juveniles with records everywhere in Dubai.

In his paper, he said that the absence of a shelter to treat juvenile delinquents is a major problem for the Family and Juveniles Prosecution considering that the juvenile prison is where they are being kept.

He proposed that an independent premises be allocated for the Family and Juvenile Prosecution having all the requirements that are necessary for the family and juveniles. “Hence, with that premises and the specialised treatment facility in place in Dubai, the relevant cases will be given priority. Accordingly, the desired objectives will be fulfilled.”

According to Rustom, the obstacles being faced by his prosecution include mainly the obstinate stances of parties in the family cases when the prosecutors offer them the option of reconciliation. “Each party tries to lay the blame on the other. Accordingly, that party tries to seek his interests in the Shariah Court. In addition to this, when bailed out the juveniles do not go to the Public Prosecution so that we can draw up analytical reports on them and their parents do not collaborate either.”

Rustom pointed out that the efforts being made to issue laws on family, women and child had led to the inception of the Family and Juvenile Prosecution in the first place. Additional reasons include giving importance to the crimes that happen within the same family and relatives as these problems might have social repercussions.

For Rustom, the crimes committed by juveniles are continuously taking a more serious turn. “There is a Juvenile Court and its verdicts are linked to the reports made by the Social Assistance Section in the Public Prosecution. There is also the Juveniles Law”.
