Hyderabad, December 02: As expected, the 5-day winter session of the State legislative assembly began here on Thursday on a stormy note.
Action started an hour before the beginning of the assembly session. TDP MLAs Gali Muddu Krishnamma Naidu, Dhulipala Narendra and Mutkupalli Narsimhulu served notices of No Confidence Motion, as per the rules, to Assembly Secretary Raja Sadaram.
As soon as the legislative assembly session began at 9 am, the Telugu Desam Party MLAs rushed to the podium of Speaker Nadendla Manohar insisting that he accept the No Confidence Motion submitted by them on farmers’ issue.
Meanwhile, the Telangana Rashtra Samithi members, who entered the House wearing black T-shirts, too assembled near the Speaker’s podium demanding that the State Government withdraw the Preventive Detention Act case filed against their party’s politburo member Cheruku Sudhakar. Both the opposition groups were seen trying to beat each other in slogan shouting. The din was to the extent that nothing, including the Speaker’s repeated requests asking them to resume their seats, became unaudible.
Following complete disorder in the House, the Speaker adjourned the session for 10 minutes. However, the House reassembled only at 10.25 am as the Speaker held some important meetings during the break.
Meanwhile, Chief Minister N Kiran Kumar Reddy remained seated in the House during the break. He was seen chatting with the ministers and Congress MLAs in a visibly relaxed mood. On the other side, the TDP MLAs too remained seated near the Speaker’s podium.
The slogan shouting resumed immediately after the House reassembled at 10.25 am. The Speaker reminded the opposition party MLAs that they need to pass a condolence motion to pay homage to Mahbubunagar MLA Rajeshwar Reddy who passed away last month. Legislative Affairs Minister D Sreedhar Babu accused the TDP MLAs of trying to obstruct the condolence motion of a Telangana MLA who passed away.
Meanwhile, the Speaker asked Kiran Kumar Reddy to move the condolence motion which he did amidst the furore. An emotionally charged Chief Minister slammed the opposition parties for the din. He said the behaviour of TDP MLAs was against the parliamentary practices.
The House gained normalcy after the Speaker asked Opposition Leader N Chandrababu Naidu to speak on the condolence motion. Following Speaker’s instructions, he called all his MLAs back to their seats. However, instead of Condolence Motion, Naidu directed his speech towards the No Confidence Motion that his party has presented. He also accused Kiran Kumar Reddy of not taking the House into confidence.
After exchange of remarks over the issue, the House started discussion on the condolence motion. Besides the Chief Minister and Opposition Leader, Information and Public Relations Minsiter DK Aruna, MLAs R Chandrasekhra (TDP), Chiranjeevi (PRP), Etela Rajender (TRS), Syed Ahmed Pasha Quadri (MIM), G Mallesh (CPI), M Lakshmi Narayana (BJP), Jayaprakash Narayan (Lok Satta) and Ranga Reddy (CPM) spoke on the codolence motion.
After the condolence motion was passed, the first day of the winter session was adjourned for the day to meet again on Friday at 9 am.
