AP DGP accuses senior IPS officer of abusing judicial process

Without naming senior IPS officer Umesh Kumar, an accused in an alleged forgery case, Andhra Pradesh Director General of Police V Dinesh Reddy today accused him of “abusing the judicial process by delaying the trial in the case”.

We are worried about delays in the justice delivery system. There are some persons they are indulging in misusing
the process of criminal justice system (service of the judicial process) and delaying the conviction,” Reddy told
reporters.

“Here’s an example of an accused police officer who had been chargesheeted about one-and-half-years ago (in a
forgery case). Since he is likely to be charged and convicted the moment the trial begins (in the case), without allowing the trial to take place, this accused police officer indulges in delaying tactics of going to various courts 19 times,” the Andhra Pradesh police chief said.

Sometimes trying to choose the investigating officer, sometimes trying to choose the prosecutor and trying to choose even the judge who is doing the trial, notwithstanding the fact that an accused has no right to choose neither the investgating officer nor the prosecutor nor the judge. This is nothing but the gross abuse of judicial process,” Reddy said.

Umesh Kumar is accused of sending a forged letter on the letter head of Rajya Sabha MP M A Khan to the union home
ministry, reportedly levelling allegations against IPS officer V Dinesh Reddy to scuttle his chances of becoming Andhra Pradesh’s director-general of police (DGP).

Umesh Kumar, who holds the rank of a DGP, had earlier sought for a CBI probe against DGP Dinesh Reddy for not
disclosing his wife’s properties.

The CID chargesheet in this case, charged Umesh Kumar and two others with forging the letter of a Rajya Sabha member and the case is currently on in a criminal court here.
