AP to appoint third party Inspection Agency to monitor power savings

In order to maintain the total transparency in Energy Efficiency & Energy Conservation (EE&EC) activities for the implementation of schemes like Demand Side Management based Efficient Lighting System (DELP) scheme, the Andhra Pradesh Government has decided to appoint a Third party inspection Agency for monitoring and estimating the actual energy savings realized through DELP Scheme, wherein two Energy Efficient LED Bulbs were distributed to each household in exchange for two inefficient incandescent bulbs.

“Whatever the support you (power utilities) need from the Govt., we will provide for the welfare of the people, but you should ensure to continue 24/7 power supply during summer season even in rural areas. 24 X 7 power is the key factor for economical development of the state. At the same time special focus should be kept on EE & EC measures, which is a must for sustainability of power sector. The DELP should be implemented with foolproof arrangements without compromising on quality of appliances,” said Chief Minister N Chandrababu Naidu in a recent review meeting. He reiterated that the conservation of energy is a social responsibility of energy citizen and one unit energy saved is equal to 1.2 units generated.

Disclosing the above details, Energy Secretary Ajay Jain, who has cleared the file relating to the appointment of third party inspection agency in DELP scheme, during an informal meeting with the top officials of power sector said that the government, which is keen to ascertain the energy savings in DELP scheme, has decided to take up third party inspections. The agency will find out the percentage of energy savings; Ascertain the proportion of LED bulbs which are intact and in good working condition, out of the quantum of total bulbs distributed; Usage pattern of the bulbs and Placement of the LEDs in the house and other parameters necessary in a scientifically driven sample basis in all the Districts where the scheme is being implemented.

The inspection is to be conducted once in every year for five years, the entire tenure of Energy savings Agreement between M/s EESL & APSPDCL EESL, GoI, the implementing agency for DELP scheme has agreed to bear the entire expenditure for carrying out third party inspection on behalf of APDISCOMs, Ajay Jain said. K. Vijayanand, CMD/APTRANSCO, K Rangannatham, Advisor to Energy Dept and Muthyala Raju and H.Y. Dora, CMDs of DISCOMs expressed their opinion about the various modalities for implementation of third party inspections in the above districts where DELP programme was completed. (INN)
