25% admission for EBC sought sans donation

Hyderabad, April 21 (Siasat News): “Education is a yardstick to gauge the progress of any country. History says that efforts were made to keep an ordinary person getting higher education. However, the recent law of the government of India, which ensures free education for one and all under right of free education for children law. This law is a revolutionary step towards the better future of a child in India.”

These were the words of Dr. Mohd. Ali Rafath IAS, Director State Project, Rajiv Vidya Mission AP while delivering an exclusive lecture on law on right to education at Maulana Azad National Urdu University.

Mr. Rafath recalled the period when Gopal Krishna Gokhale had presented a private bill in the executive meeting of the viceroy suggesting free education for children, which was not approved. Though it took another 100 years for the implementation of the law.

In 1940, Mahatma Gandhi had also presented a similar bill. Not only this but he had written an article in this connection in his magazine viz ‘Harijan’. The title of the article was ‘Nai Taleem’.

Dr. Rafath, in his lecture, further provided the outlines of the right to education law and said that the ratio of teacher-child was decreased from 1: 40 to 1:30. In every class, there is a capacity of 30 students.

By implementing this historical and revolutionary law, government will have to incur a sum of Rs. One lakh eighty two thousand crores in next five years. It was estimated for Andhra Pradesh alone that an amount of 19000 crores would be spent.

According to the new law, the concerned authorities would be accountable for nay child who was not granted admission and in case, any child between the age of 6 to 14, is found roaming on the road, (even if he is not a school-going child), the concerned officials would be answerable to their superiors.

Prof. S M Rahmatullah, in his presidential address, congratulated the organizers of the lecture and Dr. Mohd. Ali Rafath for selecting a unique and informative subject to deliver his lecture.

He optimistically said that the right to education law would meet the desired success and would pave the way for India’s further progress.

A large number of University teachers, students and officials apart from eminent citizens and educationists were present at the Conference Hall situated in the administrative building to attend the lecture.
